DESIGN REVIEW MINUTES
PLANNING AND ZONING COMMISSION
June 10, 2009


A Design Review Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut on June 10, 2009.

The meeting was called to order at 7:05 p.m.

CALL TO ORDER:

Upon a motion by Kathleen Salemi, second by John Ryan the meeting was called to order.

Michael Dayton, Town Planner
Denise Horan, Town Engineer
Jeannie Webb, Development Director


Chairman Anthony Kayser declared a quorum present.  Chairman Kayser stated that Mary Whaples would be voting in the absence of Thomas Fitzgerald and that the
Commission would be voting with seven members



SITE PLAN APPLICATION: 302 MAIN STREET – CONSTRUCTION OF A REMEDIATION SYSTEM SHED TO AN EXISTING AUTOMOBILE FILLING STATION.
APPLICANT:  Gibbs Oil Company, L.P.

Upon a motion by Kathleen Salemi, seconded by John Ryan, the Commission Voted (7-0) to Approve the above site plan  application with the following conditions:

1. Final plans are to be signed and stamped (ink and impression) by the Professional Engineer  and Land
   Surveyor.
     2. On Plate 3, clarify the notes on the trench detail to specify 4” of Class II bituminous concrete on 6” of
        processed aggregate base.
3. Add the restoration narrative within the June 3, 2009 letter to the project plans.
4. In evaluating this application, the Planning and Zoning Commission has relied upon information provided by
   the applicant and if such information subsequently proves to be false, deceptive, incomplete, and/or
     inaccurate, this permit shall be modified, suspended, or revoked.
  • 5. Applicant shall install electrical service for the remediation system shed underground.
SITE LOCATION APPROVAL: 360 BURNSIDE AVENUE – UNDER C.G.S. SECTION 8-6 AND 14-54 NAME CHANGE OF AN EXPIRED GENERAL REPAIRER’S LICENSE
MAP #25 LOT #71/149
APPLICANT: Charles Morales

Upon a motion by Elaine Carey, seconded by Mary Whaples, the Commission Voted (7-0) to Approve the above site location application with the following conditions:

1. Applicant shall obtain a certificate of occupancy prior to signature of the chairman of the Town Planning
    and Zoning Commission on the state of Connecticut Department of Motor Vehicles K-7 Form.
        2. Applicant shall be limited to the exterior parking site plan entitled “Chase Automotive Services, LLC. 360
            Burnside Avenue  East Hartford, Connecticut” dated June 26, 2007, with a revision dated June 11, 2009
                prepared by Francis T. D’Onofrio, professional engineer and land surveyor.
  • In evaluating  this application, the Planning and Zoning Commission  has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and/or inaccurate, this permit shall be modified, suspended, or revoked.
